R&I governance processes shall generally be made more reflexive and anticipatory. Important aspects include opening up R&I policy making and implementation to the inputs of stakeholders and society to sharing responsibility – and in particular, collective responsibility for the impact of R&I.
Participatory governance allows the R&I ecosystem to better cope with new and unexpected challenges – as well as unintended consequences.
Transparent, reflective, inclusive, accountable and responsive procedures have greater legitimacy.
Thus input should be received on several levels such as the level of ambition and the agenda for R&I funding or the governance of R&I institutions enabling the researchers to adapt and contribute to societal developments.
Many practices already include RRI aspects (e.g. Corporate Social Responsibility), but they need to be made more explicit and optimised.
